Quirks & Gotchas

  • All applications are handled through VtBMPOnline (medicallicensing.vermont.gov). The previous eLicense system was replaced; applicants must self-register for a new account even if they had a prior account.
  • Average processing time is 6 to 12 weeks after a complete application. The Board approves licenses only at scheduled board meetings, so a near-meeting submission does not guarantee the next meeting approval.
  • The $650 initial application fee is non-refundable and must be received before the application goes before the Board.
  • Medical School Verification Form (UA #2) — must come directly from the school; no self-reporting.
  • Post-Graduate Training Verification Form (UA #3) — research years explicitly excluded from the count.
  • AMA Profile required (AMA membership is not required, but the official AMA Profile document is).
  • NPDB self-query must be submitted by the applicant.
  • All licenses ever held in any jurisdiction — including inactive, training, temporary, and limited licenses — must be verified, not just active ones. This is a common gotcha.
  • Birth certificate or naturalization certificate required for identity. Passports are not accepted.
  • ECFMG certificate required for all foreign medical school graduates.
  • Malpractice Reporting Form (Form A) required for any malpractice history; must also promptly report discipline by any hospital or other state licensing body, and any arrests.
  • U.S./Canadian graduates: 2 years ACGME-accredited training.
  • International medical school graduates: 3 years ACGME-accredited training in the U.S. or Canada.
  • Acceptable medical schools are limited to those on California’s recognized list, ECFMG-accredited schools, or schools meeting U.S. National Committee on Foreign Medical Education standards.
  • No Vermont-specific jurisprudence exam is required. This is not part of the current licensure process.
  • Fingerprint-based FBI background check is required. Vermont explicitly retains fingerprints on file for future notifications of triggering events (e.g., future criminal charges).
  • Applicants bear all costs of background checks — this is a fee not prominently advertised in the main fee schedule.
  • The Board can also pull Vermont criminal history, out-of-state criminal history, and commercial background check data.
  • A pre-application criminal background determination is available for individuals with prior convictions who want to assess eligibility before investing in a full application.
